That sounds festive for DS first bday next month doesn't it?!
He is allergice to milk, soy, wheat, eggs and peanuts. can't seem to find a recipe that has none of that in it. will it be too sad to put a candle in his sweet potatoes?
I used all-purpose flour. DD is not allergic, but had multiple food protein intolerance as an infant. I had not tried giving her wheat yet. I decided to throw caution to the wind and just serve her a dang cupcake on her birthday. I used rice milk and Earth Balance soy free spread. They turned out really well! She ate some of hers and had no GI upset. You could try substituting gluten-free flour for your LO.
Of all the 12month olds I've known (and that's many as a prior daycare teacher) I can assure you the candle itself with delight the baby. They have no clue that they are missing out on a cake. Shower them with attention and songs and clapping and they will feel special despite the lack of cake.

Aw, I thought that's what I'd be serving to DD, too. Fortunately, her tummy got a whole lot better between months 11 and 12.
