Pooping on potty before peeing

DD is 2 and 9 mos old. For a week or so, she was going poopy on the potty every morning. Now, she literally asks permission to go in her diaper every day. She has the warning and time to ask me if she can go. I try to convince her to go on the potty, but she says no thank you and i don't push it. Partly, I'm being relaxed about it bc I don't think she has the ability to hold pee yet. Her diapers are always wet, when she sits on the potty to try to pee, she pushes like she's trying to poop, and the two times she ever peed on the potty, it took her by complete surprise. She didn't even know she went!

So, is it possible to have such good control over pooping and not be ready physically when it comes to peeing? Or, should I do the real test and put her in big girl undies, endure some accidents, and find out if she can hold pee too? I'm just not sure if she's acting emotionally unready, or if it's partly not being physically ready.

I would go ahead and try potty training. My son started pooping on the potty first, then we did the 3 day potty training method in babycenter. He was definitely ready.
