Don't know where you are in NY, but on the western end of PA there's Idlewild park which is awesome for little kids no big thrill rides not many teens running around since its more of a family park. In Pittsburgh you can go to the zoo, and the children's museum.
Hershey is nice. DH and I went before we had kids and they do have a zoo I think on the property or very nearby that I believe is run by Hershey park. I remember it was really nice and there are lots of kid friendly rides and things to do from what I remember.
Also, check out Knoebel's in central PA. It's free admission (pay per ride) so if your LO doesn't do a lot of rides, you haven't paid an arm and leg in admission. Plus the park itself is nice, shaded groves, you can bring your own food and use their picnic areas, etc.
I grew up in Rochester and my family would vacation in the Addirondack Mts. There is a really nice water park there called Water Safari its really family orientated and they have rides and water park for little kids apart from the ones for big kids so its safer

Personal opinion- for younger kids, I'd check out Dutch Wonderland over Hershey Park- most of the park is geared for the younger kids.
