  We just flew today to VA. We brought her birth certificate but they never even asked for it.

  A Birth Cert. is fine.  I brought DD's when I flew but they never asked me for it, either way.

  nothing is required unless you are leaving the country, in that case passport is needed.

  We didn't need any ID when we flew with Sammy (he was 8m).

  I just flew last week for a funeral.  Was told by the airline (when making reservations) that I needed a birth certificate.  They never asked me for it.

  If you are flying in the country, you don't need ID for the infant to get through security. You may need the birth certificate for the airline if you didn't buy a seat for the baby. (Most don't ask, as people have mentioned, when a kid looks well under 2 years)
