I don't post on my situation often because it seems pretty soap opera-ish at times. I have a new situation though that is just ridiculous.
Background: XH and I divorced about 5 years ago now. We had two children together. There is another ex-wife to the XH. I will call her XW1. XH and XW1 had two children also.
XH is bipolar with other unspecified mental disorders. He is currently on parole on an interstate compact agreement and living in another state. I have a restraining order on him that will expire soon.
The issue is that about 7 months ago both of us ex-wives stopped getting any sort of child support abruptly. I made a couple calls to the child support office and his parole officer, as well as writing letters of inquiry to both asking them to look into the situation. Not much was done in the way of attempting to figure out the situation by the child support office. The parole office never responded. Because of the restraining order, I could not contact XH directly.
Recently XW1 contacted an attorney to look into the situation. She also contacted XH directly about the issue. He told her that he had been paying child support and had the paystubs to prove it, because it was withheld directly out of his checks. She had him fax them to her and took them to the attorney who took them to the child support office. She texted me today and said that it has been determined that his employer has been deducting child support from his check all right, but then for lack of a better term, embezzling it. His employer is taking money meant for child support! XW1 said the child support office in our state said that there isn't anything they can do since it's another state and that likely XH will have to sue his employer to get his money back. I would hope that some charges or fines can get pressed also. XW1 also said that since finding this out XH quit working at that place.
It seems so wrong on so many levels that someone would do this. I am angry, as that money would have really come in handy this past Christmas and early in the year before I got the job I landed since graduation. I doubt this will get resolved anytime soon. I just hope that he gets employment elsewhere soon and child support payments can resume. It doesn't cover a whole lot, but it would go to braces here shortly.

According your post, the employer is withholding CS from XH's paycheck but not paying it to the state? I think I understood that correctly.
DH had an issue like this, but is was not embezzlement, the employer had the withholding coded incorrectly (they had it set up as once a month, he change it to split to amount equally to each paycheck). We had no idea there was a problem until ExW contacted him. He contacted his employer, apparently because of the payroll coding the employer wasn't sending CS (?????), but they had the $$ to send. It was fixed with a couple of phone calls by DH to HR.
