It has the whole alliteration thing going on, but I definitely don't think it's cruel. I'd be tempted to say Lucy Lou a lot if it was a little girl I knew. I think you should go for it if you like it!
It's a bit much for me, but not bad. I would want to constantly call her Lucy Lou. But that's the southern girl in me . For what it's worth, I think Lucy is a nice name!

I enjoy the nn Lucy Lou. As soon as I saw the name, I kept saying "Lucy Lou! Lucy Lou!" In my head. Like PPs said, people don't have to know her middle name, she'll just be Lucy to pretty much everyone she meets.
My biggest issue with it, is that I don't like Lucy. I just don't think it ages well. This is probably an unpopular opinion on this board. I love Louise though!
In general, I'm not a fan of alliterative first/last names. But I don't mind them for first/middle names. Especially when the middle name holds some significance more than "we like the name." We tend not to use first and middle names together on a regular basis, and most people (other than family) won't even know her middle name. I know an Evelyn Ellen and for years never knew her middle name.
I think its very cute. Lucy is one of my all time favorite names and love that Louise has family meaning. I know a little girl named Lola Lou and she's as adorable as can be. If you love the name, use it!
Re: Lucy Louise?
Too much "Loo", IMO.
Would you do Lucy Eloise?

Use it if you like it. I love my daughter's middle name and sadly, she rarely uses it. (And it has alliteration too.)

I'm digging it. I like the Southern alliterative feel.

I don't mind the MN Louise at all. I am not sure of the pairing with Lucy, though.
Although, I am not a huge stickler on MNs since they aren't used too much IRL.
