I got DS1 fitted for some early walker shoes at Stride Rite when he started walking. I'll do the same for DS2 in a few weeks(we'd use DS1's shoes but he was way bigger than DS2).
We were having the same issue until we found shoes a few days ago. I may be the outlier here, but our ped told us that shoes are just for protection outside and that LO should be barefoot as often as possible. He specifically said not to bother with expensive shoes. We were having trouble finding anything that wasn't too heavy/cumbersome for him to get around in, so on the suggestion of a friend who has two LOs, we checked out Target. I found Skidders (which my BF loved when her son started walking) and a pair of lightweight walking shoes by OshKosh.

LO walks almost as if he's barefoot in both, and we spent less on two pair than we were prepared to on one.
We used the Target MiniStars until DD was walking really well, then we switched to another flexible soled shoe.
