Re: resturaunt toys
Typically we also order something fairly quickly, and we find a space he/we can walk around. So depending on the restaurant - carrying him around to look at pictures on the wall, or bringing him outside to walk around until the food is ready.
Something that might work? The other day my son found my nesting doll measuring cups. They're ceramic, so I was worried he was going to start acting like a toddler and you know, throw them? But he was really interested in un-nesting them and then putting them back together. He did it for a good 10 or so minutes until I told him we had to put them away and go to school. I just got him a non-ceramic set of nesting dolls. We're going on a plane tomorrow, so I'm going to whip those out and see if they keep him occupied on the plane, but if it works, then potentially they'd be good for restaurants too?
I find buffet restaurants good for LOs. You have built in opportunities to walk around which keeps LO entertained for a while, and the food is ready immediately.
Plus there's a huge range of food, so easy to find something for LO to eat, and they're family friendly so people are used to little kids.

We bring crayons or books and we will walk around with him if he's getting bored. Snacks or an appetizer help, as well.
He will also spend hours (okay, minutes) on stickers, stacking cups, or Mr. Potato head, and those are all relatively small toys that can be easily packed.
I am currently working on a "quiet Book". It is a book made of felt that has several different pages with activities. I'm thinking this will help keep him very occupied!!
