Chicco Cortina straps too big

Does anyone know if there is an age/size minimum on the Chicco Cortina stroller?  My 6 month old is sitting up well and seems ready for the stroller without a car seat but the shoulder straps are huge on her even when tightened all the way.  I can't find anything online to address it.  User error? Or am I starting too young?

    They don't need to be snug like a car seat.

    This. It's been so hot here that I stopped using my Keyfit as a carrier because LO bakes in it and I had him in his Cortina stroller today. He's 3 months if you can't see my ticker. I just have it at a recline but at 6 months you should be totally fine!
