for the people who arent getting infant car seats what stroller are you using for newborns since travel systems/snap and goes are made for infant car seats.

Any stroller that can lie flat is good. Some of the travel system strollers don't lie compleatly flat but that's ok since if your not buying a travel system the strollers your going to look at most do lie flat .
There`s quite a few strollers that lay flat or have bassinet options. I`ve had a Peg Perego pram, Phil and Ted`s all lay flat, City Mini does, and Uppa Baby Vista has a bassinet. Oh, and I think Mamas and Papas Urbo and Sola does as well (stupidly, I`d still love one of those). When you`re looking at strollers, go to their companies website and see what the stroller is rated to for age. If it says good from newborn up, it`ll reclline fully.
If you`re looking for a good convertible for a newborn, even though they say 5lbs and up, they don`t all work well for newbs because of where their harness slots hit. Good bets are the Diono Radian, Graco MyRide, Chicco Nextfit and the Cosco Scenera to name a few.
