Top Central Incisor Teeth

Do the top two teeth take longer to come in then the bottom ones? I feel like we have been in teething hell for over a week now and those buggers aren't moving. I can see the tooth straight on but I can't feel anything and it isn't close to the bottom.

 I'm assuming it is teething, she doesn't want me to touch her mouth, doesn't care to eat much, cranky, pulling on ears and rubbing her face. She isn't drooling as much as the first teeth though and doesn't seem to want to chew on things as much this time also. 

I am giving her the teething tablets and trying to save the Infant Ibuprofen only for at night so she isn't getting too much medicine.
