Okay so another update from this morning. Here are the previous posts:

Okay so this morning DH took DD to daycare. When he got there he asked the director to come with him so she could see what happens between DD and the other child. (So far she has not witnessed firsthand the hitting) So she went and watched for whatever reason the little boy was in a good mood or something and did not try to hit DD. I think its because DH was there instead of me, because he likes the dads that come. (like I mentioned before, his own dad is on deployment) and whenever males are around he tries to get them to hold him and stuff, and DH does hold him and pay attention to him because he feels sorry that he misses his dad. So now the teachers think that the little boy is frustrated because he wants attention and he sees other people paying attention to my child, and so he hits her because he's jealous.
There are a lot of theories here about why he is hitting, but basically no one is stopping him from hitting so at this point I don't care what the theories are anymore. I want it to end. But since he was in a good mood this morning the director didn't see the hitting. I don't know the word of me, the other parents, and her employees is not good enough but apparently she thinks she needs to see it herself before she can do anything about it.
DH told the director that DD is scared of the boy and when she sees him she starts to cry, and that she is having nightmares at night. So the director said that the teacher has been making reports about his behavior and that she doesn't want DD to be afraid to come to daycare. Unfortunately, a piece of paper isn't stopping him. Only some sort of physical barrier is enough to stop him from hitting my child. So there needs to be some kind of separation.
I am tired of the excuses. So me and DH are going to sit down and have a meeting with the director and explain that she will have to move the child to the two's room while my child is in attendance or suspend the child until his behavior changes, or we will be transferring to another daycare. I am going to interview some different facilities next week. I'm not taking her back on Monday unless I know she will be separated from the other child at all times.

Just being super nosey here but is this a DC on a military base? You mentioned deployment...
