Too small for shopping cart?

We are getting ready to move our daughter up to a convertible car seat. She is 18lbs 2oz and 27 inches long at seven months. We just started using the shopping cart cover and putting in right into the cart instead of carrying in her infant car seat. She seems too small for the shopping cart and always ends up lopsided. I bring in a big thick blanket to help her stay up but she still leans sideways. Any suggestions? I know she likes looking around while sitting in the cart but I don't want her to be uncomfortable.

ETA: She is able to sit up by herself.

My DS is only 15lbs, but he loves sitting in the cart and looking around. I just stuff a blanket on either side of him, and make sure he has a few toys to play with.. Though for a 6 month old, he's really good at sitting up..
