  I have found Tide to be a better choice then All with our hard water.

                                               Mom to 4 wonderful daughters

                               Breanna, Ellie and

  Hard water affects a soaps ability to clean - doesn't really matter the soap. Have you tried adding Calgon to your detergent? That has helped us a lot with our hard water issues.

  I used All F+C Mighty and DD's skin was so pink after I rewashed everything in Rockin Green but I'm sure it depends on the baby. I've heard lots of good things about Tide blue powder.
