Hi Feb Mamas, I'm a May 2012 mom and I am just starting to plan my daughters 1st birthday. We are on a tight budget so I thought maybe I could find some moms that just had 1st birthdays that had extra decorations or anything party related. We are doing cupcakes and a general pink theme. Let me know if you can help me out! :

I have a little boy and we went with a circus theme, so I am no real help there but I just wanted to suggest checking out oriental trading they are fairly affordable and have a ton of party supplies!

Dollar Store is your friend. I think party streamers can go along way. I bought a dictionary and cut strips and did chain streamers. It was so cute and everyone loved it. 99 cents for the dictionary.
