Help! my son's a biter???

My son is 19 months old and yesterday, he bit another child 2x and left a bruise! I called the other mom to "apologize" and she was pretty upset. (not that i blame her but was a bit suprised at the lack of "kids will kids" attitude).  Today he bit her again. My babysitter said it seemed like he was frustrated. When he bit her each time, she gave him a 2 minute time out, explained that mouths are used for kisses, and that we don't bite.  But since he bit her again today, does that mean that the time outs aren't effective? How do we go about disciplining him if he does it again? Is he too young to understand???
