Nice underwear for toddler girls

I'm looking for comfortable underwear for sensitive skin. My DD has a permanent rash around the waistline of her back. I think it's these cheapo character underwear that are rubbing as she's playing. I use aquaphor, which helps a bit, but it's not enough. I was trying to find out where you can get super soft cotton ones that have a thicker covered elastic waist - like Soma for kids or something. Any ideas?

H&M sells them. I also don't like the character ones because they only lasted a few months. The elastic waistband came apart.

Good call with the latex! I second Gymboree undies. They hold up way longer then character ones but are pricey. I always grab them when they are on sell. My kids have a mix between Target character and Gymbo ones.
