Life jacket--infant or toddler??

I'm shopping around Amazon for life jackets. Both sets of grandparents have boats, so I know we will be out on the water with LO this summer...and visiting our local pool. Should I get a toddler or infant life jacket? The infant life jackets have the big head support collar, but I wonder if that will be uncomfortable if he's not in the water. And will the collar bother him when we are just splashing at the pool? Our local pool is a zero degree pool...there is no "kiddy pool".
