I'd probably say that the phone stays in the locker, off, during school hours. If the get caught with it on during school hours then no phone at school.
I just don't think it's feasible for a student to not have their phone on them

I would say - No phone USE at school during school hours, but you can have it on you as long as it is silenced or turned off from the minute school starts until the minute school ends. You get caught, it's your own fault and you suffer the consequences
