Baby hates tummy time

So my LO seems to hate tummy time. Besides the fact that she is a fussy baby who has gas issues ( she is rarely awake but not crying) she seems to hate being put down on her stomach. At first I was concerned that she couldn't lift her head but I did see her do it the other day so I know that she can. However, usually when I try to put her down she screams and plants her face on the floor. This of course scares me and makes me stop tummy time. I want her to get strong. Any suggestions? I have tried holding her across my lap but this seems like it doesn't require the same muscle control. Also, are your babies picking their heads up and turning them to the other side? Mine is almost 6 weeks.

We just do tummy time with him laying on my chest, sometimes flat, sometimes reclined. He's had ridiculously strong neck muscles since a few days old, tho.
