We just got the navigator double in preparation for DS #2. Although we haven't used it with 2 babies yet, we set it up and have used it with DS1. It seems very stable, plus the bottom seat fully reclines, which is important for a newborn.

The seat reclined flat is perfect for a newborn! I wouldn't go running like that but for walks it works very well. I'm sad that nobody will use my little jump seat again!

Have you looked at the Phil & Teds +one? It sounds like exactly what you're looking for. Only thing is that you have to use the included cocoon for a newborn, and that would be hot for a summer baby but perfect for a fall/winter baby
