Fevers

Curious as I read comments about fevers, I was under the impression a baby does not have a fever until it has reached higher than 100.3. Our pedi says a normal healthy baby temp can range between 97ish-100.2. Depending on the time of day, their baseline body temp etc. So why does everyone freak out over the 99.3's? Just curious if i'm missing something.
