DD loves "Seek & Find" we have two different types and they have free demos. They are fun little scenes like a zoo. If you tap on certain areas of the screen something happens. For example, touch the turtle shell and he comes out and swims in a circle.
She also loves the painting apps and baby sign language app.
Ipad Apps:
Trucks by Duck Duck Moose
Mickey Road Rally
We also always download a few episodes of his favorite show
Ditto Endless Alphabet. We also like Elmo ABCs, Monster at the End of the Book I and II, Reading Rainbow, and the Peek-a-Boo series (barn, wild, fridge, etc).
We also made DS a little bag of "prizes" for our last trip- we got him a little tote bag and filled it with small wrapped toys (cars, trucks, trains from Target, little Sesame figurines, mini magna doodle, pad and crayons, etc.) Every 2-3 hours, we'd let him pick a prize and unwrap it...it really helped keep him occupied.
Other tips: have DH board first and store your bags, you board at the last minute with DS and just run him around the terminal to burn up energy so he doesn't get restless during boarding, let him have the window seat to watch the planes, trucks, etc. while waiting for takeoff, and have something non-electronic (favorite book, etc.) for him during takeoff. Also, something to drink during takeoff/landing to help with ear pressure and lots of snacks.
+1 for Endless Alphabet.
My DD loves the Toca Boca games ? they have one where you drive a train (you can let passengers on and off, load cargo, blow the whistle, control the speed). Just search for "Toca Boca" in the app store.

We went to the dollar store and got some cheap toys for our trip. Clay, glow-in-the-dark bracelets and necklaces, chalkboard and chalk, calculator, playing cards, sticker books, etc. Also, wiki-stix were a hit and are lightweight:

The Sound Touch app has a vehicle page in it that comes with the free and paid versions. My son loves it, and calls the app the tractor app.
He also likes Peek-a-Boo Barn, The Monster At the End of the Book (the first one), and a zoo animals app that I can't remember the name of.
