My socks were off when I gave birth. If I'm wearing socks during an exam, I see no reason to take them off.
My doctor has never touched my feet on purpose, and I never noticed if they did accidentally.
When I gave birth, I don't think I really noticed if my feet were cold or hot. They were swollen because I had an epidural and was not allowed to walk around, and I noticed that.

Re: Sock on or off at natural birth and gyno exam?
I was glad to have them, especially during my many potty trips.
Leave socks on for gyno exam.
Didn't have socks on for childbirth. I'd been in the shower and the tub, so had naturally taken them off.
I have heard it's common for women to get cold feet during labour, so I had socks packed in my hospital bag.

Always wore socks to obgyn appointments. My feet are always cold.
My kids were born in summer, so I'm pretty sure I wore flip-flops to the hospital.
