trains, trains, trains. 2 and 3 year old boys usually love trains. I got my son a train table with Thomas trains. If I had to do it over again, I would get the plastic Geotrax train set first. It's easier for a 2 year old to use and the remote control is the perfect size for a 2 year old.
3 IUI's and 2 IVF's later- Brady arrived. Born at 36 weeks after PUPPS and pre-e/HELLP.
IUI- BFN IVF #1 -BFP! Allie is our 2nd IVF baby. Born at 36 1/2 weeks after pre-e again
It depends on what you already have. As previous person mentioned a train table is a must have, although I disagree with the plastic set. I think a wooden set is better.
An art easel that he can grow with . We have a nice one with a chalk board on one side and a dry erase board with paper that comes down for you to paint with on the other side.
A playhouse for outside.
A sand/water combo table is awesome especially for when the weather is nicer.
Balance bike (my son is still too short for his, but he's super tiny and should be able to use it this spring).
Depends...what does he like? My daughter loves Elmo (this despite the fact that we barely let her watch any TV), so I got her the Sesame Street neighborhood playset for her 2nd bday, along with Oscar's garbage truck and Count, plus a few other figurines. She loves it and has played with it almost every day since. It's quite unisex so if he likes Elmo/Sesame Street this might be a good toy for him. Otherwise, a train set is a good idea, a tricycle is great and this is the age most kids can start to learn to ride one. Also a kitchen set. Most toddlers I know, boys and girls both, love kitchen sets!
Sand boxes and water tables are both big hits with DS. He also loves his train set and his training scooter. For smaller items: plastic dinosaurs and animals, duplo blocks, big wooden building blocks, play doh kits, crayons are all popular.
We are getting my daughter a swing set this year. Mostly because her birthday is in May--and we have NO outside toys for her--and she loves the slides and swings.

Other big gifts have included a water table, anywhere chair, play kitchen, and balance bike.
It depends what you plan on spending. For my DS 2nd birthday my mom bought him a bounce house from Toys R Us. Best.Gift.Ever!
He will be 5 in June and it held up great. We will def get another 4-5 years out of it if not more. Maybe even go in on it with Grandparents.
