Maybe you could look into some vitamin help? I feel like I am in the same boat, but I really think I just need a better hair cut. I am thinking that the motivation to do something new is to donate my hair (8 inches) and do a shoulder length bob. Sometimes, it's all in the cut that can do wonders for your hair.
Do you have a regular hairstylist? What about some deep conditioning treatments? Hot oil treatments? I'll ask my friend who's a stylist what hair products she rec's and get back to ya.

I lost a lot of hair after I gave birth. It is starting to grow back, so I have all of these fine baby hairs sticking up!
It looks like I don't even brush my hair.
I'm trying to wait for them to grow out calm down before I shell out the money for a haircut.
I, too, have ALL these baby hairs around my hair line, front and back and throughout as well. When I put it in a pony tail, I have still have two pig tails on the sides of my head and a mullet in the back with all the new hair that's grown. lol. Ok, it doesn't look that bad when I first put it up but it eventually gets there.
OP, you are so not alone. I lost a TON of hair throughout that first year and my hair is soo not the same as it used to be. I'm hoping that a new 'do will change that. I used to do a simple version of the Rachel Greene cut in HS, with the flippy outty part. I think I am going to go back to that. And claw clips, I'm going back to those, too, where you put her hair back, flip it over your head, clip it, and then let the hair fall back over it. Yeah...those were the simple and cute days. lol.
