Everything that you have sounds exactly what we did last summer We got the family zoo pass for DD's birthday in April and spent a good portion of the summer there.
We took DD to Gymkhana in Point breeze (not sure where you guys live). They have 5 week summer classes and it gave us something to do on Saturdays. There are classes during the week (not sure what your work schedule is).
Not summer related, but the Carnegie Libraries have free Mommy and Me Classes weekly from Birth-18 months, plus lots of other free activities for families at all their locations.
There's also My Little Outback in Squirrel Hill- again not summer related- but looks like fun for kids.
Sandcastle Waterpark is a lot of fun and not too pricey...Season Passes are $99 for 2 people and your DD would get in for free up til 3 y.o. (so even if not this summer then next would be good).

Spashpads are always nice on a hot day (I know there is one in Leetsdale & Cranberry).
Also have you looked into swim lessons? The Y's usually offer baby swim lessons and most of the kids have a lot of fun.
