I had to prepay for my Ob's fees for delivery, I used my FSA card, I got an email to provide a reciept, I submitted a receipt, they have denied the payment, and I have to pay my FSA back. I called their customer service and they told me I can't use my FSA for prepayment. How can I find out if that's true or not?

Yep, this. Because I assume that if you decided to go to a different OB before your baby was born then the OB may have to refund you part or all of the pre-payment. (If you were already reimbursed by FSA then you see where the problem would lie.)
Well that sucks for me then! because, I used my flex card and my dr's office said nothing, now the claim is being denied by the flex account, and I need to reimburese my flex account, but if I don't spend that money by March 15, which baby is due in May, I will lose the money, I can't incumber $1200 medical expenses in 1.5 months!
