Tummy troubles

I just started cloth diapering my newborn the top edge of the diapers seem to be chafing his tummy. It's not really red, but it looks like the dry skin is rubbing off. I've tried lotion but it doesn't seem to help. What am I doing wrong?

    How old is your newborn? My LO had crazy dry skin that was flaking off her belly, back, arms, and legs for the first few weeks... It's like they're shedding their skin from being in the amniotic fluid for 9 months. Lotion didn't help, we just had to wait it out... Maybe that's what's going on? Is it ONLY in the top of the diaper area?

    He's 6 days old. That's exactly what it looks like. It's not red or bumpy or anything.
