I found this post on my local CL. I couldn't find specific adoption laws for Missouri confirming this being illegal but it has to be right?

I am a mother of three wonderful children, i have always wanted more
but had hysterectomy in 2009 that has left me unable to carry another
baby of my own. This has been so hard to deal with and it had thrown me
into a deep depression. I figured after a while i would get over the
fact that i just couldn't have anymore babies. After my hysterectomy my
Dr did leave one ovary and one fallopian tube so my husband who has no
children of his own and wants a newborn to raise with me went to see a
fertility specialist about surrogacy because we had someone willing to
carry our child for us if possible. We did tests and i had plenty of
eggs,my husband was all good and then days later after my blood tests
came back my hormone levels were at their lowest point last February. I
was so stressed when he said it most likely wouldn't take and also a law
that the state has is a surrogate must be at least 21 and must have had
1 child already...well the girl that was going to help us was old
enough but had not had any children...so at that point i was ready to
give up. We looked into an adoption agency and it takes so
long to get a child and the cost through an agency can cost up to
30,000or more, i don't have that kind of money. I just feel like
something is still missing and i just cant stop wanting another baby. I
cant even watch a show where a baby is being born because all i do is
cry my eyes out. So now my only options are finding someone who is
willing to let me adopt their baby, or having someone inseminated with
my husbands sperm. I can pay and if you respond to this email i will
tell you the price i can pay...but please only respond if you are
serious about adoption because i cant keep getting my hopes up just to
keep being let down. Your child will be in such a loving home with 2
sisters and a brother and will have all the love in the world.

I didn't think so. I didn't report it on CL but I did send the link to the police department in the town where the poster lives.
I actually saw a special of a guy who runs his own sperm bank out of his house. He sells his sperm to women who are ovulating at the specific time. They did not mentioned it was illegal in the special so maybe in some places they can do this.
There is nothing wrong with AP's helping with living/medical costs if going through an agency or lawyer, not sure what state you live in but in MOST states signing the TPR before the baby is born is also NOT legal. As an EM you have every right to change your mind once the child is born and even if the AP's helped pay for your expenses unless you live in ID you are not legally obligated to pay them back unless monies taken were proven to be fraud.
This isn't the same thing and unless I knew, without a doubt that this wasn't illegal, I would still report it.
