I don't know if there are any commercial art supplies for children that young. Neither of my boys started doing crafts until they were about 3 so I'm not entirely certain, but take a look on Utrecht.
They usually have what I'm looking for and there's always have some kind of sale, or coupon being offered so you can save some money.

I also made my own fingerpaints with cornstarch.
Color-Magic markers only mark on the Color Magic paper.
He also has those dot-paint markers he loves, they're a little messy, but he uses them with supervision.
At daycare they give him:
colored shaving cream
Paint that's been frozen in an ice cube tray with a clothespin, so the kids hold the clothespin to "color" with the paint
homemade playdough
