I live in Michigan, too. We have a shower cap style cover from Target, Eddie Bauer brand. It has a flap the folds down over her face when you're outside and then you can pull it up in the car. Just make sure that you don't do something like the JJ cole bundle me that can interfere with the straps of the car seat.

JJ Cole makes a showercap style one as well that we really like, so just check want kind it is before you buy. It works really well for us and we have similar winers to yours in MN.

Not all JJ Coles are bad. They do make the shower cap style one, too. You just want to watch out for the ones that go between the straps and the seat (like the bundle me), which can interfere with the car seat and make it less safe for baby. This one would be safe:

The bundle me interfers with the straps. You can't get a nice tight fit and the kid can move around in an accident. It's the same reason you don't put them in with puffy coats.

Same here. There is no interference with the straps. I love mine.
Let me be more specific. The bundleme itself can compress leaving the straps loose. They can also change the routing of the straps. I don't know about your specific seat, but most will say not to use anything like a bundleme for safety reasons.

2. Sometimes the slots on the Bundle Me do not line up correctly with the slots on the car seat, depending on your brand. This changes the way the straps fit. Though the straps might be tight, if they aren't on the child properly they can injure them if you were to be in an accident. Nothing is supposed to be between your child and the car seat.

We live in MN and use an Eddie Bauer shower cap style cover. It's insulated and has a small face hole with a flap that velcros open and shut.
We messed around with a blanket for a while and then bought a different cover but the one we have now we have yet to have any problems with.
I can't find the particular one we have at Target, but I am almost positive that is where we picked it up!
We also have the JJ Cole Bundle Me and I love it! Everything OP said is the same for us.
