I don't know what the deal is with my computer today so I apologize if the picture is sideways. But I did these. I used kettle corn and m&m's. The bags I got in the birthday party section at Target (party favor bags) and used ribbon to tie them at the top. The labels I got at Wal-Mart and made them on the computer. They took 5 min and everything was super cheap. I used 100 cal packs of popcorn because they were small and one bag fit perfectly into one party favor bag.
My friend is throwing my shower and is allowing me to do up the favors (I begged her to let me do something!). I've made these little "diapers" out of muslin cloths and filled each with a plastic baggie filled with Jelly Bellies and Reeses Pieces and added a "Thank you for coming" tag to each. Some of the guests don't like sweets so I've also made up Spice bags with Chai tea spices and a scroll of instructions on brewing Authentic Chai.
You can't go wrong with edible favors. My mom gave out Bath and Body Works soap wrapped in cellophane and tied with pink ribbon at my shower, they seemed to go over well.

I agree with edible favors- really easy to match to the theme of the shower (if you want) and people don't wind up with some trinket that ends up getting tossed.
My SIL(for my other SIL's baby shower) got some of those big jar candles... all white ones but different scents.
Then glued a very wide "It's a Girl!" themed ribbon around it to hide the scent tag. Then a small pink ribbon around the neck with a tag attatched saying Thank you
It went over VERY well, everyone was snatching them up! And it looked like they came that way!
(I think she got them at Michaels in bulk for pretty cheap)
I also suggest edible favors. We did cookies (had them made at a bakery) but you could certainly make your own. Those little candy (and tea) filled diapers were cute that someone posted.
I personally love scented candles but cannot burn them at home. My DH gets headaches from scents. Very boring...everything is unscented. I use cologne/perfumes...but have to spray after I leave the house...unless he leaves first. lol
Living flowers/plants are a good option too. Depending on the weather where you are, they can be indoor or outdoor. Paperwhites are pretty indoors in winter and are cute planted in a mason jar. Or succulents if you're in a warmer climate. Early spring is great for pansies or primroses. Or herbs for a window sill?

This. I picked up a pretzel stick candy mold thing from Michaels in the shape of alphabet blocks that spell out "Baby" which I'll use to make chocolate-covered Twizzlers (not a fan of pretzels) then wrap up in special cellophane pouches.
With the mold, wrappers, and candy/chocolate, I'll be looking at spending about $1/guest. And I didn't want to somehow offend my shower hostesses by bringing along anything excessive as a favour gift for the attendees, so this also seemed to fit that bill too.
For my SIL because she's our California girl, my mom and I rolled two nice washclothes (white and green) into little sushi rolls (green paper "seaweed" to hold them together) and stuck chopsticks in the center. I did little paper punched Thank You's on top. Lil California Rolls!
I have a thing about favors either being edible or useful- so I don't usually do anything that I wouldn't find useful in my own home.

All types of candy, with little baggies/boxes for people to pack their own favor. Chocolates, gummies, sours, hard candy--even rice krispy treats and individually wrapped cookies...there is so much you can do, and it's easy. Not much prep, just pour everything into little bowls.
