Giving birth in Hawaii

I have a question of giving birth in Hawaii. 

So I left Maui 2 years ago and my green card expired already, So Im not the resident anymore, no more medical insurance. Buy my family still there. Can I still give birth at the hospital in Hawaii? Coz I heard the gov will help to pay for the medical for non us citizens, as long as I got the travel visa and go there to apply.

So what exactly the process and what is the requirement of that? Or can I buy the medical insurance for me laboring on May? Can everyone help me to find out or tell me what todo? Thanks
