I hear 'stretch marks' and I think 'genetics', it's like a pregnancy word association game!
You won't be able to get a meaningful answer for this one, in terms of a calender. Stretch marks will show up when the skin in an area under stress reaches its own terminal elasticity. At that point, the connective membranes between skin cells can no longer accommodate the stretching and small fissures will form. Those fissures will propagate 90 degrees to stress minimum. Scar tissue will form, effectively filling in the gap.
People with highly elastic skin won't get stretch marks. But, for those who will, it is going to happen at a point in time unique to their pregnancy and how they grow.
I have 3 tiny ones from DD that didn't show up until after delivery.

I got some on my hips when I was like 12, but ended up not getting any new ones with my first baby. I've heard that trying to maintain a healthy weight and not gaining too much at once is key. Plus, lotion, lotion, lotion. I'm a HUGE fan of Bio Oil, and ended up using it after my first baby on my face in place of lotion.
I found 3 small ones on each side of my lower belly last week (at 18 weeks.) My twin sister has had 2 pregnancies, and she said I lasted longer than she did before getting them with her first, and of course she still has them along with some wrinkly skin. It's genetic. Our mother had them, but hers still look better than my sister's even though she carried two of us at the same time. I told DH to just be prepared for the battlefield that my belly will look like after DS gets here. My doctor told me the day of my A/S last week that nothing helps them, and cocoa butter really only helps the itchiness.
I gained a little bit of weight right before we got pregnant and got a few stretch marks from that on my sides (on the love handles). So far these guys just seemed to have gotten slightly bigger, in addition to the handful of teeny tiny ones on my upper thighs. My mom had some stretch marks, but not too many. My aunt had zero. I'm hoping that I take after my aunt, but seeing how prone I've been to them my whole life, I'm not holding my breath.
Re: Stretch marks?
EDD 07/29/2017
I did not have any show up on my stomach (and it's not really my stomach, more my hips) until after delivery.
I did get quite a few on my thighs, though, and those showed up in 3rd tri sometime.
Thank you Mrs. Science.... that answers that!
