MI - report card question

I know a lot of you are in/from the Michigan area.

Can anyone tell me at what grade level the kids start getting letter grades.

For example a C vs. an NI for Needs Improvement. I thought it was 3rd grade since that is when they start with the MEAP testing.

    I belive it's school specific.  I teach in Michigan, and in my school, it is 3rd grade, but it's 2nd grade at my daughter's school.
