I accidentally stumbled on this line of writing games at Target today. There are several kits that start at 3 yo and they go all the way through 8yo with various pre-writing all the way through cursive writing skills. Here's a picture of one of the earliest skills kits, it's the lacing, beading, tearing kit:
I know it seems like stuff we've all seen before, but it comes a booklet with some really fun ideas for games and activities. As you work your way through the kits, it becomes less focused on games for strengthening and fine motor control and more focused on actual writing skills, although all kits have fun ideas. Some of the kits seem like a knock off of the "Writing without Tears" program but much MUCH cheaper. As someone who just this week priced out the WWT program, I can't tell you how excited I was to find this. At target, the kits run about $25 and the activity pads are about $10. They are in the stationary/office supply area, next to the crayola/art supply aisle.
