help 4 year old screaming!

I am at a complete lost here and need some help. I have a 4 year old daughter and 3 month old son. My 4 year old has started screaming at us whenever we tell her no as in no you can't have that or really just doesn't like what we say. It is so bad that my 3 month old is now scared when she screams. And this is top of the lungs screaming in your face. We started to send her to her room for timeouts but all she does is sit in her bed and continues to scream until someone comes in and tthis could be hours. Basically ignoring and it didn't work. We tried to sit with her in timeout talking to her to calm her down but she would just laugh at us and scream more. With a 3 month old I can't always be right there and though some might be trying to get attention it is not even 80 percent of the time because of this.
Please help as my baby is really starting to be scared of his sister and I am starting to worry that something is really wrong.

    I'm sorry for your struggles. Time outs don't work for us but taking away a favorite toy or Tv time does. Also I would try more one on one time with her. She had you all to herself for a long time.

    Keep sending her to her room and ignore. Tell her she can come out when she is ready to be nice. If she screams for hours let her. She will figure out it won't work. It is very important that you ignore her.
