I'm 15 weeks along, and I probably won't know the gender till I'm at least 16-18 weeks. But should I start planning for a baby shower or it is too soon at 15 weeks to start planning?

You don't plan anything for your shower. If your hostess(es) ask when you'd like your shower, then you can let them know when you'd like it. (30th week is pretty average, I think.)
It's considered bad etiquette to plan/host your own shower... has someone offered to give you one? A shower is generally a gift, if someone ill offer it will probably be sometime between now and 25weeks or so. Most showers are given 28-32 weeks (at least in our circle they are).
I started envisioning my ideal shower around 15weeks and I had absolutely already registered... but I wasn't "planning" anything just day dreaming, no one had offered yet. That happened about 19wks, I remember because it was the day before our anatomy u/s.

I think you should plan on getting more tickers and pics for your siggy, first and foremost.
But in reality, if no one has approached you about hosting your shower, nope. Even then, planning it all out may make your hostess feel a little miffed.

she needs 3 reminders how far along she is.
Um, and OP now that I see you already have a child, why in the world would you ask when is the right time to start thinking of names on the BNB? I found that a very strange question. That's a little off topic, but now with this post I just wonder what idiotic question you will think of next.

Don't worry Hanson, in that thread she did say she needs to add a ticker yet for her DD. I hope she'll add 2 or 3 just in case I miss the first ticker.
Phew! I was getting so confused for a second there.
OP, I read somewhere on the internets that planning your own shower too soon will definitely dry up your milk. Safer to wait until week 20 - then you'll be fine, as long as you send your invitations via FB only.
::Facepalm:: I went to the dentist when I was 7 months pregnant with Olivia! NO WONDER I never produced any breastmilk! I KNEW it was something I did wrong! All that time hating my body and feeling like a failure was warranted after all!

Re: Should I start planning?
this.
When you've been married this long, you need a ticker to remind you.

No.
ETA: Think you got enough tickers? I don't really know how far along you are.
I have yet to add my DD's ticker for her birthday, having a 2 year old keeps you on your feet okay?
Now, I think this rule should apply here "If you don't have anything nice to say, don't say it at all." Okay? Okay.
No. Grow up, it's a public forum. People can respond how they want. If you are so depressed maybe you should stay off the internet.
