I have a christmas light picture that I want to color his hat red can any one help me do this on their photoshop. My parents are getting me photoshop from me for xmas so I dont want to go buy it just for one picture. I will pay you!

There are different ways to do it, as you'll figure out, but I just wanted to make this one recommendation: Try reducing the saturation somewhat of what you're leaving in color so it doesn't look so glaringly bright. I find it creates a softer, more hand-tinted look.
