My husband and I both agree on Penelope for the FN if we have a daughter, but I have had difficulty coming up with a middle name. Please vote on which MN you like best for Penelope and I am open to suggestions also! My husband and I agree on Penelope Rose, but I have vetoed it because, while I think Penelope Rose flows well, I just do not care for the name Rose.

For two syllables, I think a few might work. Penelope Louise, for example.

Penelope is NOT popular right now but I am sure it will BECOME popular...BOO for us, because our daughter is named Penelope Rae.
I agree, that bc Penelope is a longer first name the middle name should be 1 syllable.
I just wanted to comment that while I don't think Penelope and Paisley go well together, I am smiling that you like Paisley--it's my DD's name and the ladies on this board hate it (so much so that several weeks ago, on a "which names do you hate" post, girls were coming back to edit their responses just to add that they hate the name! Ha!!) so I'm glad to see that I'm not the only one out there who likes the name!
As for your question, I love the name Penelope but agree that it would be paired with a one- or two-syllable middle name. I personally think Penelope Lucille, Penelope Brielle, or Penelope Claire are nice names.
For a NN, I like Poppy or Lele (Lee Lee). I know Lele is not a common NN for Penelope, but for some reason, it is the first NN that came to my mind.
