Midwives in my area will do it but my midwife will not. Not for breech or twins. But that is because she has the ability to go into the hospital with me and my birth would not be passed off to the attending or midwife on duty, that have to follow the hospital's rules to the letter.
If you are having a normal pregnancy otherwise and both babies are head down, reasonable size, and you make it to 38 weeks or so, you may be able to. You'll find that having twins just naturally increases risk. Risk of breech, fatigue, fetal distress, premature labor, etc.
I only found a few hospital-based midwives who would take me when I found out I was having twins - none who would do home births. But I was risked out of that pretty quickly anyway, once they started doing more tests and found I had a clotting disorder and one IUGR baby, and later a breech Baby A. I would want to be assured I had a midwife with a lot of experience with twins and breech extractions before attempting it. Also, I would want to be near a hospital or have a transport plan in place, and an OB or MFM's contact info close at hand if I went into labor before 38 weeks.
You can post on the Multiples board to ask for natural birth stories. I'm sure most of us on that board would recommend against a home birth based on how our hospital births went and what we see our friends struggling with. But if you get past 38 weeks and have no complications, you will be in great shape compared to many multiples pregnancies! Trust your gut and do what you feel most comfortable with. I still wish I had been able to have the home birth I wanted, so I would love to hear your birth story if you choose that route.
