I just get ideas from her site and then create my own. The bath time one I made I used cotton balls, blue pom poms, sponges, bath toys, and a scoop.
This site is good too. She made a bunch of bins when her baby was under a year.

You can use lots of things for the base.
dry noodles, dry rice, dry beans, ice cubes, cotton balls, Pom Pom balls, dirt, sand, water beads.
use scoopers and diggers, and random trinkets or a theme.
