Sorta frozen formula ok to use?

Trying to keep dd's formula cold with no power we ended up sorta freezing it like slush. Is it still safe to use? Nothing on the bottle says anything about freezing it. Thanks.

My gut instinct would be to say no, but since I've never been through a power outage lasting more than 2 hours with DS, I'm not quite sure what you could do. If you have water bottles, could you make fresh formula? That's probably what I'd end up doing.
