I think it really depends on the product, the manufacturer and if there is a style change they are releasing. I would say usually in the Fall or early Spring.
But then again, Baby Jogger just launched their 2012 models in September of 2012 so it's a crapshoot.
Usually you know if a manufacturer is releasing a new update or a new feature. It would be on their website or Facebook page. Then you can decide to wait for the new item or take advantage of a sale on the previous model. Unless the new feature is something you REALLY want, I would tae advantage of the sale on the older model.

I'm not sure what brand of car seat you are looking at and where it's on sale, but we bought our Britax seat from Diapers.com about a month ago while it was on sale and, lo and behold, they are having a sale on Britax again! So, if it's a brand that goes on sale regularly, you may have some time to wait and price shop. If it's a brand that rarely goes on sale, you could buy it now and potentially return it later if you find it cheaper somewhere else (e.g., Diapers.com has a 365 day return window).
Most of the time, you do pretty well ordering from BBB with a 20% off coupon.

I live in Canada so none of the above options apply for me. I'm looking at the Graco MyRide. I thought I remembered seeing a bunch of strollers on clearance last winter, like Jan/Feb, but it seems like it's a bit all over the place.

If you are looking for the MyRide, your best bet is to watch Babies R Us or Sears as they occassionally do go on sale at these stores in Canada. As far as strollers and such go, my experience has been that if there wasn't a major redesign of a particular stroller they don't get marked down too much in Canada. I got a 2010 City Select in January 2011 just before the 2011 models hit the stores and there weren't really any markdowns but you could get a 2nd seat for free. It was the seat that had some changes to it so they were trying to get rid of those.

Janes right. I sale stock and the MyRide truly hasn't been on sale since about last September. They were clearing out old stock to prepare for the seats that met the new regs. They were short shipped until February, and like Diono and some Britax models, never fully restocked, they couldn't keep up with demand. They don't need sales because of this. We'll keep an eye out. Walmart.ca has them now too, watch that.
