Needs to be easy enough that the kids would need minimal help even if that means part needs to done ahead of time. Not sure why I volunteered for this.

Things off the top of my head include making sucker ghosts with kleenex (if candy is allowed).
I've seen a paper plate painted or colored orange with a cut out of the kid's handprint as the stem then of course the kids can make their own jack-o-lantern faced on them.
Cute goody bag craft. Give each kid a latex free rubber glove. [You can get a box for pretty cheap] Give the a smartie to put in each finger and popcorn or other candy to stuff the hand. Rubber band the end. Give each kid a spider ring for their hand and let them color or add decorations.
You could paint mini-pumpkins. You can always download a Halloween picture for kids to color. Add some cotton balls for ghosts, pipe-cleaners for spiders, etc.

I am currently working on a ghost scene with my son.
His hand print is the tree and the ghosts are his feet turned upside down with some eyes
We just made ghosts with styrofoam balls and cheese cloth. Super easy and fun!
