Do we need to have real food for a 3pm party? I was just going to do chips, veggies, etc (plus cake of course). Is that ok?
Should I do party bags? There may be 3-4 kids under 10. Can we skip it or is it expected now? If you're doing them what are you putting in?
Any ideas for games or activities?

I would consider 3 p.m. solidly "between meals" so I think a spread of snacks should be fine.
I haven't been to a kids' party since I was a kid myself, so I have no idea what's expected anymore as far as party favors. What about something consumable that all the guests could take home, like little to-go bags with cookies or a mix-it-yourself candy bar? Otherwise, I'd do something consumable and like pencils, stickers, crayons, like pp mentioned. I'm not a big fan of party favors that are just more "stuff" to take home.

Snacks for a 3pm party is fine.
Party bags are not expected, but I have fun finding things to put in them so I like'em. You can go generic with playdoh, crayons, etc, or pick a few small items from the party theme. We have a big party supply store in town so for bags at B's party last year I put in a puzzle book and crayons, eyeglasses with attached mustaches, and a few stickers.
As to games - you can't go wrong with your basic "pin X on Y" game. With a printer you can easily print something out at home, even, and customize it to your theme (we had pin the fish in the penguin's mouth).

She took the words right out of my mouth! Except for, I have been to some kids' parties lately. At each party, there has been a gift bag filled with random items. For DS' 1st b-day, I did Winnie the Pooh favor bags with a bajillion little Pooh themed things. Never again. Next time, I would just buy something like a Pooh cup and put some edible treat like cookies or animal crackers inside.
We're not doing a party for DS' 2nd b-day and I'm also both sad and relieved.

I may steal some of your ideas because we're doing a train party too. It's not a big party - just grandparents and siblings/cousins and such.
I think snacks are fine for that time frame.
This is our first party this year, but I am doing goody bags. I got themed items that aren't typical plastic crap and candy. Each bag will have a board book on penguins, a penguin sticker book, and hand knitted penguin finger puppets.

Y'all know how to party. I'm impressed.
But am I the only one who's thinking I am such a loser mama after reading this? We had cake as a family and skyped with grandparents last year. That's it. Our family is out of town & the b-day is only a week before Christmas, so we figured everybody would be busy and he wouldn't know what to expect.
You're not alone. We didn't do a party last year and won't do one this year either. We have few family and friends in the area (and non with kids), so it makes more sense to have a fun family outing and leave the parties for later.
