We're not big Disney people (a big WDW vaca does NOT sounds like a vaca to me at all!!) but I am interested in a Disney cruise, namely bc of the awesome kid's club.

We are taking our 3-year-old on a cruise to the Eastern Caribbean next year. The big cruiselines usually have lots of kids' programs.
We just got back from a Western carib cruise. Cruising is not my preferred way to vaca, but I will say, we were BLOWN away by the awesome kid's club! We took just our 3 year old (left the baby at home) and went with 4 other couples and their children. The kids (and us!) all had a blast and the kid's club made it! It was so nice to be able to drop the kid's off in a safe, clean, and fun environment and enjoy some nice meals and adult time with our friends. And not pay any extra for it! The kid's all really loved going and the cruiseline really made it a fun and special time for them.

catalina & sanibel are popular for families w/ small kids.
i think a cruise that has adequate kid activities for your LO's age group would be fun...we've never done a cruise & I don't really have a huge desire to (my DS would very likely freak out or something, he doesnt do well in new places/spaces not to mention that teeny little confined room w/ 4 of us stuffed in there and no way to leave if things went badly) ...
Charleston area is nice for low key vacay- there is an aquarium there, you can do a horse & buggy tour, and isle of palms is a great little quiet beach area a 20 min drive away. Plus great restaurants (many are family friendly).
I have also heard very good things about anna maria, amelia island & siesta key.
We just got back from a week in Treasure Island FL (near Tampa/St Pete) at the Sunset Vista Resort and had the best time. It's basically a condo hotel - every condo has 2 bedrooms, 2 bathrooms, full kitchen, balcony and living/dining area and the resort itself has a large pool and a seperate kiddie pool and it directly on the beach. It's nothing overly fancy and doesn't have a kids club/sitter service or anything like that but both kids had a great time. Plus we were within walking distance of a great boardwalk area that had a ton of restaurants, dolphin cruises and a pirate ship cruise. It's not for everyone, especially if you're looking for high end with tons of ammenities/kids structured activities, but really nice for a basic family vacation.
We do Destin/Ft Walton wiht DH's family every summer. We also went to Orange Beach this past weekend with another couple. DD entertained herself for hours playing in the sand and along the edge of the water.
We have also spent a week in Cape Cod the past 2 summers and I can't say enough great things. It's so family-oriented and laid back. We can do as little or as much as we'd like, and it's only a short trip into Boston for the day.
San Diego has Lego Land (great for young toddlers), Zoo, Wild Animal Park, and Sea World, several museums, plus plenty of beaches and parks...can also drive up north to Anaheim for Disneyland, if you want a small dose of Disney.
I've heard Sesame Place is awesome for young toddlers, but I don't know how much there is to do in that area other than that one park.
We took DS to Hawaii, and while there weren't a ton of kid-specific destinations, we stayed at a resort that had several pools and beaches, and he loved the swimming, water slides, beaches, etc. This could be a good route if you're looking for a relaxing vacation vs. activities.
We went to Myrtle Beach this summer with our nearly 4 and 2.5 year old boys. We stayed at Compass Cove resort and it was wonderful! The beach is beautiful, but the best part is the variety of pools. Both of my guys loved the submarine wading pool and the lazy rivers.
My 3YO is a little hiking freak already. We just got back from the Smokey's in Gatlinburg. Although the town of Pigeon Forge was too commercial for me, my DS loved the dinner shows and stuff. And we all loved the hiking, we got a cabin in the mountains and that was great. He swam in the hot tub and we all played pool every night. (we had a game room in our cabin)

I see you aren't far away in Philly, but I was going to suggest Hershey. There's Hersheypark, Chocolate World, the zoo. Lancaster isn't far with Dutch Wonderland. There is a children's Please Touch museum in Harrisburg. Maybe a long weekend idea rather than an entire week.
We did a cruise last February & took both girls with us. Our big kid had lots of fun. She didn't spend a lot of time in Camp Carnival, but she loved going when she did. Mostly we just hung out at the pools on deck & hit the beaches when we docked. It's really pretty affordable to cruise & we had a blast.
