Code BC goody bags

We're having a small party next weekend for P. I'm expecting 6 babies/toddlers between 5 and 16 months. There will also be twin 3 year old girls and a 2 year old girl. I'm stuck on ideas for goody bags. Does anyone have suggestions?

    Small board books
    Sippy cups
    Stickers for the older girls
    Notepads and crayons for the older girls
    Inflatable balls
    Teething toys for the younger babies
    Treats or candy for the older girls

    I'm too cheap to buy stuff that is just going to get thrown away.  This wouldn't work for the younger babies, but I made sugar cookies for my goodie bags.  Here is a picture
