You should start brushing as soon as they poke through. All you really need to do is wipe them with a wet cloth of one of those baby brushes. No toothpaste is necessary.
My sister who is a dental hygenist told me as soon as LO started getting teeth I should start brushing or wiping her teeth and gums after each meal...I'll admit I don't do it after every meal but I do it every night at bath time. I picked up an infant toothbrush and toothpaste (it's fruit flavored)...DD loves "brushing" her teeth...I start brushing the best I can for her then she usually takes it from me and chews on it.

Of course, brushing at this point is more like moving a brush around in there for just a second before they start chewing on it! No toothpaste is needed though- they're too young for fluoride and the baby toothpaste doesn't have anything beneficial in it anyway.
It's good to let them see you brushing your teeth, too. Just be sure to teach them from the beginning that it's important to do it every day.
we used a finger brush until recently when I started trying to use the real toddler brush, which she mostly chews on. the finger brush is really convenient and easy.
i use to wipe my daughter mouth after every bottle feeding so she would get use to hands or fingers in her mouth. When the first tooth came through we went to the baby brush. i even made it fun by making a song out of it.
I started as soon a DD's first teeth popped through.. At first just used wash cloth then I introduced a baby tooth brush, she hated it at first but we practiced every night and made it part of bed time routine and she now will try to brush her self.

We started using a tooth/gum brush before he even had teeth. We didn't do it regularly until after his teeth popped through.
We do use an infant toothpaste, no fluoride but it gets him excited about using it since it tastes yummy.
